
Rwanda Judiciary Delegation Engages ULK Students in Anti-Corruption Awareness Dialogue
On 12th February 2026, Kigali Independent University (ULK), through its School of Law, facilitated a high-level anti-corruption awareness dialogue delivered by a delegation from the Rwanda Judiciary as part of the national Anti-Corruption Week held from February 9–13, 2026. The dialogue was conducted under the theme, “Poor service delivery is a loophole for corruption. Share information and let’s work together to prevent it.”
The Judiciary delegation comprised Mr. Ruzindana Theogene, Director General of Corporate Services at the Supreme Court; Mr. Kalisa Pasteur, Supreme Court Registrar; Justice Macumu Xavier, Vice President of Gasabo Intermediate Court; and Justice Usengimana Augustin, Gasabo District Judge at the Supreme Court of Rwanda . The delegation led an engaging and insightful session with students, emphasizing the importance of integrity, accountability, and professionalism within the justice system.

During the dialogue, the speakers highlighted that corruption often begins with small ethical compromises and can gradually undermine institutions if not addressed. They introduced the concept of the “Corruption Tree,” explaining how poor service delivery creates fertile ground for corrupt practices such as favoritism, unnecessary delays, abuse of authority, and lack of transparency. The consequences, they noted, include injustice, weakened rule of law, and loss of public trust in the judiciary.
The delegation also outlined key reforms undertaken by the Judiciary, including digitization of court services, strengthened disciplinary mechanisms, public awareness initiatives, and improved accountability systems aimed at ensuring timely and quality justice delivery.
Through the facilitation of the ULK School of Law, students were encouraged to reject corruption in all its forms, speak up against unethical practices, and serve as ambassadors of integrity in their academic and future professional environments. The session provided a valuable opportunity for direct engagement between Judiciary leaders and aspiring legal professionals.
This initiative reaffirms ULK’s commitment to nurturing ethically responsible graduates and contributing to Rwanda’s vision of building a transparent, accountable, and corruption-free justice system.
